C'mon, dog. Do you really think there's anything intrinsically valuable - or even above the board - in the bone they're trying to throw veterans (returning or not)? They just tried to make Purple Heart recipients pay for their own care and rehab, for God's sake. The whole thing is a MacGuffin to advance their own agenda. The price of that 'help' you refer to would make Shylock go after the lot of them with a street-sweeper. At least Bill Clinton tried to act the part.
