Seems to me they differentiate between “engaging” in religious instruction and “providing” religious instruction. Therefore it would seem to me that “engaging” means being a recipient as well (and would included “attending” church.) And if it doesn’t - then spell it out.
OTOH - it would seem to me that the if the whole idea of the thing is to give back to your community, then that should include what the kid’s heart is in. Whether it be church related, school, or even in the local political scene. Or whatever is uplifting to the general community. Of course once it gets going there would be numerous AIG type backtrackings (Oh - well, we didn’t mean you could volunteer for the KKK, or the Urban Satanic Leaque!) But that’s what happens when you force kids to “volunteer”.
Of course, if the idea is to give to Obama......
