I meant all of the people who Obama is trying to bring in to manage affairs at the Treasury. They either can't pass a background check, cheated on their taxes, were in positions of responsibility at the failed institutions being managed, etc. It seems to me that MANY people involved in these affairs, whether in government (the “regulators”) or in the industry (the “regulatees”) are of dubious character.
