it must be a super duper bad idea for him to even consider it... or maybe he is just worried about the primaries

"... or maybe he is just worried about the primaries

Definitely the latter and not the former.

“or maybe he is just worried about the primaries”

Probably. He is trying to look “conservative” and will likely continue to do so, up until the primary, in order to win re-election, and then, once he does, go back to his traitorous RINO ways.

We know who he truly is! To the Republicans in Pennsylvania: DO NOT LET HIM WIN THE PRIMARY!!!!!!!! VOTE FOR PAT TOOMEY!!!!!!!!

SPECTRE is for it. James Bond convinced him otherwise.

"“If so, the decisive vote would be mine,” said Specter"

That is the key. He knows he will lose 2010 if he is the decisive vote. He's just saving his own a&*.

No, Specter's in deep trouble with the Pennsylvania GOP, and is trying to save his sorry hide.

Interestingly, on the really important bills, Specter usually votes Republican. That’s why his vote for the financial destruction of our descendants surprised me so. This is an attempt to get re-elected, which I think is going to be a fight for him. And, it really might be where he stands.
