Actually ARPANET was strated as a means to have Redundant Units that would survive EMP’s. When I worked at Digital Equipment Company in 1981 a “Tempest” Monitor came into our OEM by mistake. It had about 50 pounds of shielding under the plastic housing. Some “people” came and took it from us.

I cant youtoob at the office but Id wager that the mindset isnt that the internet is evil, it is just that the public should never have been granted access or permitted to know it existed (which it had for DECADES). He was actually just windbagging, letting us see how stupid he is and hammering down C-Span ratings. He was trying to make an exaggerated case for cyber security improvements by scaremongering about threats to the national defense and infrastructure as a result of hacking.
He cited millions of attacks a day against the Pentagon, for example. Hell, I personally get hundreds of attacks per day. The only reason I even know about them is that I have a syslog daemon set up to record the log messages my router puts out.
