EPA makes decisions, with the force of law that elected members of Congress would never make.

Obama plans to impose a carbon cap-and-trade system that will do nothing for the environment but will tax every consumer and enrich emission credit brokers like Al Gore. Gore's UK-based Generation Investment Management fund is heavily invested in EU carbon credits which have shrunk in value in the last nine months. A U.S. carbon trading system would be merged with the EU carbon market, inflating Gore's almost worthless coupons and giving him a captive U.S. market. Gore is closely tied to Carol Browner, Obama’s White House energy czar.
