Yes, it says that Obama was replying to a letter that Chirac sent to him in the name of his Foundation for Peace and the Environment adding that it was not meant as a diss on Sarkozy. So this must be from a followup article or something. I’m confused...

If indeed that is the case, it is still a seriously affront to Sarkozy, you don't go contacting the former president before you contact the head of that country. ESPECIALLY when Sarkozy has tried to contact him for months.
