I know he meant to say "Mr. Vice President". Was likely cleaned up after the fact by the powers that be in the MSM just to prevent confusion among the masses seeing it later.
Which one is easier to change/edit, audio and video:
STEVENS: Congratulations Mr. President --> STEVENS: Congratulations, Mr. Vice President. or STEVENS: Congratulations, Mr. President --> BIDEN: Thank you, Mr. Justice.

I don't know. Looking at the video there is no obvious evidence of a splice around 1:26: "So help me God. Thank you, Mr. Justice." Video is very tough to edit and get a clean result.
What is your theory?
