I don't know. Looking at the video there is no obvious evidence of a splice around 1:26: "So help me God. Thank you, Mr. Justice." Video is very tough to edit and get a clean result.

video/audio of Biden saying "Thank you Mr. Justice" but Stevens is off-camera. Possibly the broadcast version had Stevens on-camera saying "Congratulations Mr. President" just before then.

Also, at 00:57 on this video, Biden's lips look slightly out of synch with the audio.
