.... Everyone interviewed by The Post-Star for this story agreed ammunition of all calibers has gotten tougher to find, as gun owners stock up. Prices skyrocketed in recent years as metal prices went up, which caused many gun owners to stock up in anticipation of rising ammunition prices.
There are also concerns that some larger calibers, or those used by military-type weapons, could be banned, restricted or taxed more heavily.
One northern Warren County resident found out recently the government is paying attention to such ammunition sales.
West said a customer of his recently stocked up on .223-caliber rounds, a caliber often used in assault-style weapons. The customer bought 1,000 rounds a few months ago through a mail order company.
Shortly after the purchase, he received a visit from the U.S. Department of Homeland Security, whose interest was apparently piqued by a large-scale purchase of that caliber.

That’s 49 rounds to QUALIFY - i.e.: pass a test. That doesn’t include any practice time.
It’s not unusual for a civvie to go thru 500 rounds just for an afternoon of plinking. A 4-day class can easily require 2500 rounds. And with prices rising with no peak in sight (and possible zero availability eventually), it only makes sense to stock up on a lifetime supply of a shelf-stable no-expiration-date consumable _now_ - esp. considering bulk purchases are cheaper.
If a gun shop is relating the story, I wouldn’t be surprised if they told it to discourage customers interested in buying by mail to save money.
I have never used Cheaperthandirt because their prices always look high. I use Cabelas all the time for run of the mill target ammo and ammunitiontogo for hard to find or novelty type stuff (tracers etc.). They also have a lot of other stuff besides ammo. I just picked up a bunch of surplus 30 cal. ammo cans for $2/ea. I see these all the time at gun shows selling for $12-15.

I can't argue the sense of that at all. Having not really been "plinking" in a while, the amount of ammo burned escapes me.
