"Whoever it was knew how to shoot and/or had some formidable firepower. All four cops are dead".

The first two cops probably had no vest. But the SWAT cops who went into the building had AT LEAST Type IIIA vests on...and he dropped two of them as well.

Two of the police were shot multiple times in their heads. One of them through his helmet.

The m/c LEOs had vests. At least one had entry wound through the helmet, or possibly took a round in the face, unfortunately.

Plus the ballistic assault shields that police are sporting more and more on SWAT assaults, if applicable.

Wouldn't have mattered. One was shot in the head, the other in the jaw and neck.

AT LEAST Type IIIA vests on...and he dropped two of them as well.

There's video (KGO-TV, second image with the SWAT vehicle) of the SWAT team stacking up, kinda sorta, outside the apartment building door. Evaluate the weight of the armor for yourself. They are wearing Kevlar helmets, but the vests don't look all that heavy duty.
