Boeing today unveiled a new F-15 prototype aimed at the international market with such "fifth-generation" add-ons as radar absorbent coatings, internal weapons carriage and integrated digital avionics, plus featuring a distinctive V-tail.
Improving the fourth generation fighters profile on air-to-air radar is Boeings key goal for the F-15SE, which the company plans to offer to five foreign countries with an estimated market for 190 orders.
Radar absorbent materials added to leading edges are designed to soften the F-15SEs head-on radar signature. Canting both horizontal stabilizers by 15 degrees is intended to reduce radar returns to the side.

General Moseley should have started looking at the F-15SE option a few years ago when it became apparent the F-22 was just too expensive. But, he had myopia for one weapons system only (the F-22) and proposed cutting 40,000 Air Force Airmen to "pay" for it.
It really was a stupid decision, and when the nuke report came out, it was all over except for the headlines.

I want mine with mud flaps, six-way powered ejection seats, and the fabric protection option.

The F-15 has always been, and will always be a heavy, inefficient, expensive, swing-wing POS.
Errrrr The F-15's wings don't move at all. That would be the F-14 that had swing wings.

The excuse is that Air Force generals said they have enough F-22s, and we can make money selling the F-35.

"It's also aimed at the export market...."
Israel is talking about backing out of the F-35 program, due to soaring costs.
They have already expressed interest in this version, they already operate F-15's.
They are so cost-conscious they have experimented, successfully, with a F-15 with only one wing.
Thrift in gov't spending is admirable, but damn.
