Oh really? And who would make such a decision and what were the criteria to decide what was or was not in the best interest of the nation.
If this is true, then the JCS should have been court martialed. This is outrageous.

If memory serves me, as I recall actually reading the article at the time, it was the JC’s that put it in to place.
And it was in fact a good plan on their part. IMHO
