The driver does not.

Then, when the vehicle gets enough tickets, they confiscate and sell the vehicle.

Might as well drop the pretense and make every road a toll road.

I would much rather just pay a toll than be selected by a camera or some armed government agent to pay the toll.

You don't even get to go to court in this town.

The fines are an "administrative sanction", much like a parking ticket or an automatic 90-day license suspension when you are suspected of DWI.

Here’s a wonderful example of those great cameras. Every time someone turns left at one intersection and hits the corner spot that would be hit by someone running the red on the other side, a bunch of flashes go off. Or the mega-tour bus that was waiting for a left turn, but couldn’t make it due to its size. The red light camera kept flashing until the light finally turned green and the bus was able to go through.

It is the state that has to prove you committed the violation/crime...

You'd think. But most state traffic violations are treated as civil, and the government proves by a "preponderance of the evidence", which need not be based on facts, documents, or anything at all if the kangaroo judge so chooses. You imply consent to taking away your right to due process when you sign your license.

It is total crap enshrined by high courts back when autos were thought to be a passing fad, or at most toys for the rich. It's a conundrum we must endure absent some yet unimagined and very creative argument, or a living breathing constitution, which we don't have or necessarily want.

So yeah it stinks, but our issues with the various state & local traffic laws and enforcement methods need to be dealt with individually at our state legislatures.

Fines are meant to serve as a deterrent.

Mostly, fines are a source of revenue. Since CA has gotten into the revenue problems recently, the number of cars pulled over has doubled. Typically, cops stage themselves where it is easiest to get a violation, not where the violations would be the most dangerous.

Back when the limit was 55, AZ cops would stage traps with plans way out in the desert while on the interstate through town, the chief of police was explaining to people why they were not ticketing speeders because those callers did not understand traffic flow! Duh ...

With most of the operators, half the ticket revenue goes to them...

I have not read the whole article but the excerpt named that tune early on, almost as an overtone. Could these arrangements fall early victims in the Democrat/socialist drive to begrudge "greedy corporations" their profits? There does seem to be some pressure mounting.

How can you ticket a car for a violation? Especially when the elements of the violation allege a person committed the violation.

Anyway, “someone used my car without my knowledge” is all the owner has to say. (With multiple drivers in the home, easy to use that defense).

Again, the onus of proof is not on the owner, the state has the burden of proof.

Governments fining governments is counterproductive.
