Tighter gun control and stronger law enforcement... If they did the second - enforced the existing firearms laws - they wouldn't even be considering the first. In fact, they probably need more firearms in that neck-of-the-woods to help people protect themselves.
If you think the police will protect you, you are sadly mistaken. Police are there to protect society from criminals. By definition, they have to commit a crime first before the police come after them. That crime may very well be against you or your family. Your safety, and the safety of those you care about, is ultimately your own responsibility.

Why in the hell would the Mexican drug cartels have any use for a semiautomatic rifle bought and smuggled from the US when they can probably get all the full autos they want, CHEAPER, from elsewhere.
