And isn’t _not_ paying your taxes illegal, even if you are a member of the Federal Government?

The gun grabbers are using every angle they can. A lead ban is one of the most insidious. Tungsten is very expensive compared to lead in particular. They also know that Steel core ammo will be classified Armor piercing.
