. I did manage to see on page. 258 lines 7-11, the appropriations of 100,000,000 for the year 2010, and after that 2011-2014 “such sums as may be necessary for each fiscal year”.

So if participants are “volunteering”, why then, should it cost $100,000,000 a year?
