I heard the same thing but given the fact that a Line-Item Veto was ruled unconstitutional doesn't give one much hope that it could passed and besides, Obama really doesn't want one being he loves pork so much.

I think you’re right about Zero rejecting it, as it would give him a scary amount of accountability. As to whether it could ever pass constitutional muster, need to have redacted bill go back to the legislative branch for a re-vote, up or down. Accept the redacted budget bill or the bill has been vetoed in total.
