It's George Jessel. From his 1929 film "Lucky Boy." (Jessel played "The Jazz Singer" on the stage, and was the Warners' first pick for the part in the film, but he wanted too much money.) The orchestra is conducted by the great Leroy Shield, who composed and recorded all those great music tracks used in Hal Roach films--Laurel & Hardy, Our Gang, etc. I love the way the violins really get in there and shovel on this record.

I have long held the hypothesis that the insane actually see the world in a completely different manner than the rest of us, right down to distortion of colors, shapes and perceptible dimensions.
The video you linked has convinced me that this is, in fact, the case. The inmates are running the asylum.
The final picture, with the “third eye” could be the subject of an entire essay by itself - but I don’t really have the stomach for it.
