It's George Jessel. From his 1929 film "Lucky Boy." (Jessel played "The Jazz Singer" on the stage, and was the Warners' first pick for the part in the film, but he wanted too much money.) The orchestra is conducted by the great Leroy Shield, who composed and recorded all those great music tracks used in Hal Roach films--Laurel & Hardy, Our Gang, etc. I love the way the violins really get in there and shovel on this record.
