From the sounds of things, they were cowardly enough to not rescue this one man who was sitting right next to them but not fearful enough to keep a psychopath away from the general public. What is the meaning of “insane” when everybody is insane?

Don’t worry. He’ll be put in an institution and released in 5 years or so as “cured”. Seen it all before as a cop. Best deal would be to release him in either the judge’s or psychiatrist’s neighborhood.

I only did general psych. a long time ago and haven’t been much interested in it since. But if I remember correctly, their was no specific “paranoid schizophrenia” diagnosis, although that phrase has long been popular with nattering journalists. It was either “paranoia” or “schizophrenia.” Paranoids are seldom diagnosed due to their scheming nature and fear of being analyzed. Schizophrenics are often diagnosed.
This story seems a bit odd. If the man had no hostage and had already killed his victim then what exactly were the police doing? How was the Chinese man taunting them by doing unspeakable things to the victim?
If the police stood around and let this happen and didn’t pump some lead into this animal then they should all be fired.
My point is that it takes some time to carve a man up and do those kind of sick things and they just stood and watched. I can promise you he would not have taunted me with the mans head or anything else. I would have put a bullet in his brain pan and be done with him.
Call me a coward if you want but unless I had a firearm or a comabt knife I probably wouldn’t have gone up against him either. Psychotics tend to be able to switch the rage against one person as easily as the original victim. And judging by the fact that he was armed I doubt I would have done anymore than just been another added casualty.
The only way I can see myself going against someone like that unarmed is if they were attacking a child. I might go down but it would give the kid a way to escape.

A 'not-guilty' verdict when someone obviously committed the crime is just ... crazy...
