The homes were built in a municipal area not designated for residential use. The 88 homes were built without permits in Silwan, a Palestinian neighborhood in East Jerusalem. The area, Emek HaMelech (Valley of the King), was designated as a new archaeological park; land that was King David's Jerusalem of 3,000 years ago.
