Gov. Arnold Schwarzenegger says he "absolutely" loves the idea of holding a constitutional convention to overhaul state government.
California hasn't had such a confab in 131 years. ... The Republican governor would like the convention to consider, among other things, eliminating some statewide offices -- like treasurer, controller, superintendent of public instruction and, especially, lieutenant governor, all currently held by Democrats.
"It makes no sense that the governor is surrounded by constitutional officers who are trying to derail him," Schwarzenegger says. "Look at the way the nation runs: The president appoints those Cabinet positions."
... Meanwhile, two blocks from the Capitol in a hotel banquet room, 400 good-government types, policy wonks, business leaders and dissatisfied citizens were convening a "summit" to discuss a potential agenda for a constitutional convention.
"I love that. I love that," Schwarzenegger said. "That just shows you what the interest is." Does he favor an actual convention? "Love it. Love it."
... A tax reform commission created by the governor and Assembly Speaker Karen Bass (D-Los Angeles) will recommend in April how to stabilize California's tax base.
Two other reforms Schwarzenegger long has touted were part of the budget-tax deal. One was a spending cap slated for a May 19 special election ballot; the other an open primary system set for the June 2010 primary.
... Schwarzenegger says he wants to make the parties "less relevant." They're already pretty irrelevant in California. But the governor says: "Right now, every [candidate] is like, 'How can I win the primary? How can I kiss up to the party?'
"I think it's a disservice to the people of California that you have to go through this kind of process and say things that, you know, are not based on reality."
Yes, like pledging "never" to increase taxes.

Repeal Prop 13.
Make Spanish an official language of California.
Lots more even worse.
OK. ban govt from owning property, schools, hospitals, ban property and income taxes. That would be real reform.
California had a great constitution which stated that every initiative passed by the people automatically became part of the state constitution.
This meant that no initiative could be overruled by state judges; quite literally, the will of the people was the law of the land.
In the 1960s, the constitution was revised and this provision was eliminated; and as a result, initiatives voted by the people can now be voided by a handful of judges
imposing their own opinions above the will of the voters.
No public money for illegals.
Balanced budget required.
No deficit spending unless approved in a public referendum including how the structure of payment will be placed.
Reaffirm state sovereignty.

Arnie wants to be Prez, God help us all.
Maybe since they are thinking the judges can’t find their own constitution unconstitutional (i.e. Prop 8) they now want to just re-write it.
The thing is, are there codified procedures for a constitutional convention in California? I.e., does each county get a single vote? If they do, then wouldn’t the “good guys” have a chance?

Two aliens vying for top slot, this offers some very interesting scenarios. I didn't say GOOD scenarios but two narcissists duking it out over POTUS might keep them occupied enough for us to run a overpowering coup. Then reestablish the Constitution and start working our way back, while prosecuting these people for treason, crimes and misdemeanors against the citizens.

I’ve never researched what a CA constitutional convention requires to write a new constitution or change the existing one. I’m the wrong person to ask these questions, but I’m interested in finding out.
