Gov. Brad Henry on Friday vetoed a measure that he said suggested that Oklahoma should return federal tax dollars and that federal officials had violated the U.S. Constitution and committed crimes against the states. Billed as an expression of support for the 10th Amendment, House Joint Resolution 1003 made a number of allegations without explanation or evidence, the Governor’s Office said. The 10th Amendment states that powers not granted to the national government or prohibited to the states are reserved for the states or the people.
