Is that a law or something? My memory is hazy, but it could have been a NJ state-of-the-state address, but I’m not sure. It seems to be that no law could possibly restrict where Jindal could have chosen to speak or who could have been present at the time.
I don’t think it is the law but it started when Clinton was in office. I remember JC Watts giving the rebuttal. They couldn’t do it in the Chamber and don’t remember the details why — knew at the time because I asked one of his staffers.
