I am confused here. I thought a person’s ballot was secret. What is this bringing up names of people to decide if their ballot will count?

I thought a person’s ballot was secret. What is this bringing up names of people to decide if their ballot will count?

<<Absentee not so much. When i voted, I had to sign 2 envelopes, so until ballot is separated from envelope, not necessarily secret.
