Democrat fundraising process:

1. Hold illegal fundraising event before the election.

2. Spend ill-gotten funds to defeat opponents.

3. After the election, apologize and refund the money, claiming some procedural vagueness as the reason, instead of intentional law-breaking.

4. Repeat during the next election cycle.

The money has served its purpose and can now be returned as if it were never acquired.
