I love the cartoon!

Besides, the point was that the bill was stupid....written by a chimp. There is NO reference to Uhbama in the cartoon at all.

I don’t think the cartoon was meant to cast Obama as the chimp. It was more of a riff on the “drunk monkey with a gun” idea. The bill was so crazy, that crazy chimp must have written it. Note that the chimp depicted is the actual chimp, Travis, of the news item, and as such doesn’t stand for any person.
