RELATED REPORTS 30 Jan 2009 PIRACY TRENDS IN THE GULF OF GUINEA U.S. Embassy Malabo issued the following Warden Message on February 17:

In the early morning hours of February 17 there was an apparent attack in the vicinity of the presidential palace located in Malabo, Equatorial Guinea. In response to the apparent attack there is heightened security among police and military forces throughout the country and specifically around the vicinity of the presidential palace. Currently, the seaports in Malabo, K-5 and Luba are closed as well as the airports in Malabo and Bata. Though there are apparently no actions or attacks against American citizens or any other Expats within EG, it is recommended that everyone limit their travel within the country and remain in their residences until further notice.

We at the U.S. Embassy Malabo will be available to answer your questions via this email or by calling the U.S. Embassy Malabo at 098895 ext. 4625. We also request you provide us with any updated information that is confirmed, considered viable and authoritative concerning the current situation.

PIRACY TRENDS IN THE GULF OF GUINEA

U.S. Embassies Yaounde and Libreville issued the following Warden Message on February 19:

The U.S. Embassy in Malabo has alerted American citizens in Equatorial Guinea that a large number of gunmen on boats initiated attacks in Malabo on February 17, 2009. Recent reports also indicate that there has been renewed gunfire activity in the Elang Nguema area of Malabo on the afternoon of February 18 that has since been resolved. American Citizens in Cameroon, Gabon or Sao Tome planning to travel to Equatorial Guinea should maintain good situational awareness, keep personal identification readily available for inspection if requested, and travel with a companion whenever possible.

Travelers should expect increased security measures by government forces which may include additional roadblocks and unannounced identification checks.

Travelers to Equatorial Guinea should register with the U.S. Embassy there via https://travelregistration.state.gov so that they receive the latest information on the situation in Equatorial Guinea. The U.S. Embassy in Malabo is located at K-3, Carretera de Aeropuerto, Al lado de Restaurante El Paraíso,Malabo, Guinea Ecuatorial; Embassy tel. The Department of State maintains a website at www.travel.state.gov that includes extensive information for Americans living overseas. In particular, the section on International Travel for U.S. Citizens has a sub-section on Tips for Traveling Abroad that may be helpful to review at this time. The site also has information specific to Emergencies and Crises including useful checklists and information about evacuations. The Embassy urges all American citizens in Cameroon to register with the U.S. Embassy in Cameron through the State Department’s travel registration website at https://travelregistration.state.gov, or to register directly with the Embassy by e-mailing YaoundeACS@state.gov, or by telephoning the Embassy at 237-2220-1500 x4033. By registering with the Embassy, American citizens make it easier for the Embassy or Consulate to contact them in case of an emergency. Registering will also help the Embassy to put you in touch with your local American citizen warden, who can help keep you informed of developments.

Equato-Guinean authorities have increased security measures throughout the country. American citizens are reminded to maintain a high level of vigilance at all times. American citizens should consider limiting unnecessary movement and should carry appropriate identification at all times due to additional security checkpoints, especially during evening hours.
