On a routine broll shoot for a news story, I was just filming wide shots of the Federal Reserve building in Washington DC. I was on the public sidewalk, no tripod, with a medium sized camera. I had filmed the White House, Treasury, Capitol Building, and National Academy of Sciences with no problem. 45 seconds into filming the shoot, Federal Reserve Police approached claiming I was breaking the..... That's because the White House, Treasury, Capitol or even the National Academy of Sciences aren't in charge of the country.

I wonder what makes you say this. I went to the Wiki link you gave and found out that there are over a thousand of these guys, they have SEVEN HELICOPTERS(!) and have only been around since 2001. In other words, they are a George W. Bush Administration creation. The Federal Reserve was around for the better part of a century without this CRITICAL Organization of Federal Employees authorized to ply with guns. We should get rid of them, and auction off their helicopters.

Here is something to consider.
We are in a period of turmoil in our financial markets.
I would find it very plausible that if we really have people trying to get into the heads of terrorists, it would be likely that it may be on a heightened list of possible terrorist targets.
So, security could be at a higher level around Fed Reserve Banks etc.

Before that the Federal Reserve was protected by United States Police (US Marshalls, really) and when the FRP was formed most of the force came from USP who transitioned to the new agency. It really is nothing new.
And if you go to any US court you'll typically see US Police patrolling the area around the court house.

[Lewis vs. U.S., 680 F. 2d 1239, 1241]

There is an easy way to determine whether or not the Federal Reserve Bank is part of the government or not. Just look it up in your phone book. You won’t find it in the blue government pages. You’ll find it in the white pages, right next to “Federal Express.”
