The single representative is the first step. Kind of like the dopers getting your teenager hooked on pot before crack.
But I think it won’t work. DC is a Federal District defined in the Constitution, if I recall. So an Amendment would be required.

Texas could decide to split into 5 states. That would give the repubs some 8 more Senators, and a few more representatives, depending on round off. Then we could annex western Canadian provinces (leave Ontario and Quebec alone!)
