Obama reverses Bush policy on 'warming'

– Reflecting the Obama administration's embrace of government policies that enforce a politically charged climate-change agenda, two federal agencies settled a six-year lawsuit, agreeing to spend hundreds of millions of dollars promoting renewable energy standards in energy-poor countries and to establish new carbon emission standards applicable to future development projects the two agencies fund.

The sudden decision by the Obama administration to settle the "global warming" cases marks a dramatic reversal of the Bush administration's determination to fight the case in federal court. The cases were first filed by a host of environmental groups and four typically activist cities allied with their efforts.

It’s the “progressive” version of “shock and awe”. They are throwing everything at us at once to try to ram it through. They’ve been planning this all out assault for decades.

This specifically involves loan guarantees by the ExIm bank and the Overseas Private Investment Corporation. Two government-sponsored enterprises (re: Fannie and Freddie) that tend to move under the radar making taxpayer-guaranteed loans to U.S. companies engaged in foreign projects.

I got a lesson about both these little boondoggles in Timothy Carney’s “The Big Rip-Off.” If this keeps these outfits from wasting more of our money on projects that should be able to attract private capital if they are worthy then that’s just fine by me.

Unfortunately, it is not about these outfits wasting our money. It is about Obama's cronies getting the deal and wasting even more $$.

You have your finger on it. One of the values of NOT messing too much with previous Executive Orders has to do with the way they're written.

For the most part EOs "tie together" bits and pieces of statutory law found in diverse places to deal with "process".

When you change the EOs you frequently run afoul of those "bits and pieces" somewhere and that gives your political enemies the opportunity to attack the "substance" the "process" was targeting.

I learned that lesson years ago from a fellow (Dr. Roberts) who'd used an FDR EO to transfer "seniority" from one federal agency to the Post Office Department. That created a precedent (he was sharp enough to appeal a denial to Civil Service and thereby win his case). Later on that precedent was used to subvert Postal union agreements under the old POD.

A whole new body of law was required inside the act that established the agency called United States Postal Service so that unions could be recogized and so that contracts/agreements with them could be enforced. Else this little "precedent" regarding transferring seniority would have continued to cause havoc.

BTW, that "precedent" created quite a few other disruptions which were all dealt with in the Postal Reform Act.

I'm sure Obama has already caused enough damage that there'll be no end of litigation regarding his own EOs, and he will get bogged down in dealing with the minutiae within those EOs ~ exactly like Carter.
