Vel, I'll consider them well trained and well armed when they defeat US forces on a regular basis in toe to toe combat. Other than those specific standards this "shadow army" is about as effective as a bunch of hotel security guards in Mumbai. To give them any more credit than that is to play into the propaganda aims of the enemy.
