It was the Shah who instead of inprisoning him again or executing Khomeini, sent him out of Iran. He should have killed him while he had the chance.

The Air Force was the Shah’s branch of the military. They were favored by the Shah and treated better than the other branches. On the whole, they remained loyal to the Shah longer than the other branches after Khomeini arrived. After deciding that they’d be better off pledging loyalty to Khomeini (and being assured that they’d be appreciated for doing so), many were executed anyway. Months later, some tried to stage a coup, but were discovered beforehand and executed.
