Fact: The document produced was altered (redacted cert number
Fact: As stated on the document, any alterations void the cert.
Question: If the document was indeed valid, why would the cert number be redacted?


The document was not altered, the scan on the website had the cert number removed, probably with photoshop or similar software. Photoshop works on electronic images not paper documents. The document was not altered.

You're right. You cannot alter a nonexistent document.
