Actually a growing number of childless couples or couples without more than two children are creating the burden. Since a certain number of children are required to replace the population, if the children are being raised in a large family, there is actually less spent per child because more live a single home. Economy of scale. The requirement should be that all childless couples or single people who are so because they are "green" should be required to share expenses in a group home consisting of no less than 6 people so that valuable resources don't get used up making so many houses for childless couples.

Why have I never thought of this? I’m glad you included the “because they are green” comment. I know there are plenty of couples that would love to have children but can’t seem to make it happen.
