I didn’t go to the White House website in the past, so I have been wondering if this is a first—using the offical website to slander a previous President of the U.S.

I only viewed the Bush WH website a dozen times or so during his tenure and only to see something specific that was under (then) current discussion. But I highly doubt that anything remotely like this was ever posted on Pres. Bush's WH website.
0bama's version was reportedly up and running, as it is now, within five minutes of his swearing in. Perhaps even more disgusting is his page "explaining" the Constitution and BoRs.
The Second Amendment gives citizens the right to bear arms.
IMO it is sedition for a sworn official of the U.S. gov. to promote a view of the Constitution and BoRs which is so obviously in direct opposition to its real meaning.

It's certainly at odds with the theory underlying the Declaration of Independence--Thomas Jefferson didn't believe that the government gave citizens the right to life, liberty, and the pursuit of happiness. But of course Thomas Jefferson was in France when the Constitution and the Bill of Rights were written.
I would assume that the earliest White House web site was set up during the Clinton years, perhaps during the second term--it wouldn't surprise me if WJC used it to say something negative about Ronald Reagan or George H. W. Bush, but he probably wouldn't have seen any benefit from doing so.

Wouldn’t you or I crank up the temp just enough that we could leave our coat on and still be comfortable? It sounds like he didn’t want the coat on anyway. I’m not saying it is such a big deal but that explanation doesn’t fly. JMO

I never viewed Clinton WH website but I really doubt they did anything close to this. Not because the Clintons aren't tacky people but because they are far more politically astute. As for the description of the 2nd Amendment; it reads as diametrically opposed to the actual wording of the amendment. It is antithetical to the principles described in the DoI. They could have simply posted a link to
the Constitution and BoRs here.

They don't think people can handle the actual text of the Constitution and Bill of Rights--they need to be spoonfed a summary of what they are supposed to mean. Sort of a kindergarten version of "Cliff's Notes."
Of course, the 2nd amendment would have been the 4th amendment, if all 12 amendments proposed by Congress in 1789 had been ratified together. One of the two which wasn't adopted by enough states back then eventually became the 27th amendment (not that Congress pays any attention to it).
