You left out the serial number flakes in the powder. They plan to put microscopic flakes in the powder with serial numbers on them. They will spray all over the shooting site and can be retrieved to point to the batch of bullets you bought.

Or even easier, Mr Criminal uses fake ID using your name to buy ammo. The cops then come looking for you instead of him.

I'm not certain, but I think this is another case of someone who knows nothing about guns misusing the word "bullet". AFAIK, they're proposing to put the microstamp or laser engraving on the head of the brass cartridge case, not the heel of the projectile.
