Umm, OK, so Mr criminal uses an inertia bullet puller or even a pair of pliers to extract the bullet from the shell, files off the serial number, and pushes the bullet back into the shell. About 45 seconds to make this completely pointless in actually solving an actual murder, but that was never the point in the first place was it? I'm not certain, but I think this is another case of someone who knows nothing about guns misusing the word "bullet". AFAIK, they're proposing to put the microstamp or laser engraving on the head of the brass cartridge case, not the heel of the projectile.
