...Gore showed up on Capitol Hill with an updated version of his 2006 documentary "An Inconvenient Truth," including time-lapsed photos of melting glaciers..
He also urged Congress to consider a cap-and-trade system for carbon dioxide emissions, whereby the government caps the amount of carbon that can be emitted by businesses. Those that produce less carbon earn credits that can be sold to businesses that produce more carbon.
Sen. Bob Corker, a Republican who holds the Tennessee Senate seat once held by Gore, suggested that a carbon tax, refunded to companies that produce less carbon, would be a better avenue. Gore said a cap and trade policy is more likely to be enacted on a large scale internationally.
... "As long as we continue to send hundreds of billions of dollars for foreign oil -- year after year -- to the most dangerous and unstable regions of the world, our national security will continue to be at risk," Gore said.
... "We have arrived at a moment of decision. Our home -- Earth -- is in danger," Gore said. "What is at risk of being destroyed is not the planet itself, of course, but the conditions that have made it hospitable for human beings."

...The treaties and the cap-and-trade policy will have to follow, Gore said.
...Gore also pointed to the increase in weather-related disasters -- fires, hurricanes and drought -- occurring due to climate changes that "will increase even more dramatically the longer we delay action on this."
Kerry said he would provide Gore's testimony to every member of the Senate.

The reporters understand, and focus upon, what the meat of the climate legislation really is, carbon trading.
Look at Corker’s question. It’s a great question because he is merely asking why Gore is not espousing what he claimed before, the “net zero carbon tax” solution. Might even have said it in his “updated” film, if it is the one he made in California last year.
But Gore shows his cards when its important—carbon credit trading.
How’s the weather in DC today?

Finally, someone took a new look and found the "area of concentrated emissions" was massive. They had to buy out a whole neighborhood.
In a few words "It's just another government "fee".
It would seem the point is to create a commodity market completely dominated by government control in which all businesses will have to participate and whose winners and losers will be determined by government action.
A scheme so cunning you could put a tail on it and call it a weasel.
The swami predicts more fires, more hurricanes...Like they never occured before the industrial revolution.
Science doesn’t scream Kerry.
It is a process of understanding that is ever moving forward.

And increasing the price of electricity, as Obama admited in that video McCain released, but only at the last moment before the election, in order there be no time for Obama to fire back McCain is for exactly the same thing.
