If people who work for the President can’t be subpoenaed either while they are in office or while they are private citizens that seems to be a recipe for executive wrong doing.

Rove can certainly ignore Conyers if he chooses, BUT being a private citizen is no defense to a Congressional subpoena. Just ask the auto and tobacco execs! The new Justice Department officials may enforce it. Rove can always take the fifth as a last resort.
