There is more to it than just passing it. I doubt it will stand these days. Too many people, to many interests.

This isn’t 1987 anymore ... Here’s how you beat the fairness doctrine ... radio station WXYZ upgrades to HD Radio so they now have their main signal and a HD subchannel (or maybe 2 HD subchannels) ,, cost is about $75,000 ,, then you simply open up the HD broadcast mike to whatever local college professor crackpot wants to have a show...

There wouldn’t have to be any interruption to the main broadcast signal,, the RATS get a free 24x7 broadcast that nobody listens to but they can’t say they don’t have equal time...
