Where is this insight from? Is it not possible that the military had standing orders that did not require a presidential bolw-by-blow review?

I'm waiting for the second strike and/or Obama's apology for the first one before making a judgement.

In all of the lead up to Obama’s taking office, I’m pretty sure that Obama would know of an impending attack across another nation’s border. The drone may be on autopilot but the order wasn’t. No, I can’t prove it, but I’d lay 100 dollars, clean and crisp on Obama either explicity letting the attack proceed as previously planned, or okaying the hit.
