That is it in a nutshell. If terrorists that don't wear uniforms, torture (the real thing), use mosques and ambulances for weapon storage and transportation, etc. are going to get away with ignoring wholesale the basic rules of warfare that we are supposed to uphold AND STILL get POW rights...then there will simply be less "POW's".
