It apparently hasn’t drifted past his “mind” that he’s going to have to deliver on “the federal government will never again allow such catastrophic failures in emergency planning and response to occur”.

Because, you can count on it - emergencies are going to occur. I can’t believe he isn’t lowering expectations. It is beyond insane to raise them.
