it's not a deadly weapon, because it sounds like a natural outbreak. No, it was a bio-weapon.
Infected fleas were dispensed by infiltrating brave Special Ops volunteers, who knew their odds against survivng were virtually nil, but went in anyway.

Don't think it's a weapon either. It's winter time and vermin ain't dumb. They will infest dwellings, tents, caves....whatever.....for shelter and food.
If I'm not mistaken, one of the first signs of plague is dead rats, then the fleas abandon the hosts and seek new ones.
