In order to achieve repeal of the 22nd Amendment, Serrano's proposal must be approved by a two-thirds vote of both houses of Congress and ratified by three-quarters of the states' legislatures. Before y'all panic, give some thought to how difficult this is to achieve.
Leaving a 2/3 vote in each house of Congress aside, there are 99 houses in the state legislatures. A No vote in 13 would block the amendment from being ratified.
How difficult is it to get a majority for No in 13 Houses?
