The correct solution to that problem is ZERO percent corporate taxes. That would lure lots of businesses back to the U.S. It could be done with a single bill. No constitutional amendments necessary.

I agree and The Fair Tax will do exactly that by cutting corporate income taxes to zero!

It would be much easier for Congress to restore an income tax without repealing the 16th amendment and thereby defeat the purpose of replacing the income tax with a consumption tax.
