Oh, yes, that is precisely what he is talking about. He's still whining and fuming because about 70% of the American people opposed his amnesty for all illegals nonsense. Remember his snide and smart-assed: "See you at the bill signing" after an initial defeat of his amnesty during the summer of 2007?
That defeat is the only reason he keeps whining and bringing this issue up. He's said that he regrets he couldn't get his amnesty done, though he was by no means honest enough to call it the amnesty that it was.
IIRC, that legislation was more than just what was seen as amnesty for illegals. It was an attempt to correct some serious flaws in the Immigration Laws.
