...This is not Burris’s first involvement with allegedly corrupt unions. While serving as attny. gen. in 1994, Burris was a character witness for Robert T. Simpson Jr., frmr. pres. of Intl. Bhd. of Teamsters (IBT) Local 743. In spite of that testimony, the fed. Independent Rev. Bd. (IRB) ruled that Simpson had allowed Donald Peters to continue his influence of the Chicago local after Peters had agreed to have nothing to do with the union. Peters was named as a defendant in the 1988 fed. racketeering lawsuit against the IBT.

Monday, January 05, 2009 Burris’ contracts to contributors By Dana Heupel During Roland Burris’ first full fiscal year as Illinois attorney general, more than half of the money his office awarded for outside legal work went to campaign contributors, according to a book published by Illinois Issues magazine and the Springfield State Journal-Register.

In FY 1992, Burris’ office issued roughly $4 million in outside legal contracts to individuals and law firms, according to the book, Illinois For Sale, which was published in 1997. More than $2.25 million of that amount went to contributors to Burris’ campaign or to the main Democratic fundraising committee. None of the outside legal contracts were required to be put out for bids by competing law firms. Burris’ office was allowed to award the contracts without consideration over whether the state received the best price for the legal work. At the time, Burris’ office denied they were “pay to play” contracts.

Doherty, a liberal Democrat, was the chief fund-raiser for the late Mayor Harold Washington and has close ties to the Kennedy family. Doherty is president of the Haymarket Group, a public affairs consulting firm, whose chairman is former Washington adviser Thomas P. Coffey.

After college, Doherty got his first political job as advance man and traveling aide to 1976 Democratic presidential hopeful Sergeant Shriver. It was through this campaign that Doherty began his long association with the Kennedy family. After the Shriver campaign, Doherty was hired as director of communications for the Kennedy -owned Merchandise Mart.

In 1980, Doherty pitched in to help Sen. Edward M. Kennedy ‘s bid for the Democratic presidential nomination. For the last two decades, he has coordinated Kennedy’s Midwestern fund-raising. He has also organized events for the senator’s son, Rep. Patrick Kennedy (D-R.I.), and for former Rep. Joseph Kennedy (D-Mass.) and his sister, former Maryland Lt. Gov. Kathleen Kennedy Townsend.

Doherty, a liberal Democrat, was the chief fund-raiser for the late Mayor Harold Washington and has close ties to the Kennedy family.

Washington was said to have ties to CPUSA and was listed in several articles as the reason BO came to Chicago....

Washington had an untimely death as did Mayor Street of Philadelphia...Quite a bit of speculation on Washington's demise. Coroner ruled a "heart attack".

Ran across an article that said Street died before he could be indicted....Haven't been able to find COD.

IL House urges impeachment

Though he’s apparently won the Burris battle, Governor Rod Blagojevich is a step closer to losing the war, as an Illinois House committee recommends impeaching him.

Burris’s main play now is to hope to assemble a coalition in the State Senate — led by black Democrats — to block the two-thirds needed to impeach, but that’s still seen as a long shot.

With the Daley administration pointing the finger at Ald. Edward M. Burke for the extraordinary rate of injury claims filed by patronage workers, Burke fired back Friday, saying his staff has “done the best that it can” to prevent abuse and fraud.

Burke’s comments came amid a Chicago Sun-Times investigation that has found:

• • One in five patronage workers named on a secret clout list kept by Mayor Daley’s then-patronage director filed workers compensation claims, an injury rate far greater than any occupation tracked by the federal Labor Department. Those claims have cost taxpayers more than $38 million.

• • Half of those patronage workers filed at least two injury claims, with a few filing a dozen or more.

• • An estimated 91 workers have been cleared to return to work but are sitting at home, collecting disability checks — sometimes more than $40,000 a year — waiting for the city to find them a less physically demanding job. Many have political connections.

As part of those written questions, the Sun-Times asked Burke’s staff to discuss any investigations they conducted to determine if the employees were really hurt, why employees remain on paid disability leave for years while their cases languish, and to identify the law firms Burke has hired to defend the city.

Burke’s committee settles most workers compensation cases with the employees and their attorneys, presenting the settlements to the Illinois Workers Compensation Commission for approval. The Finance Committee has overseen workers compensation claims since 1913.

Ald. Edward M. Burke (14th) lost eight blue-chip clients last year, but replaced them with 10 new ones and still has 38 law clients that did business with the city or other local government agencies, according to his annual ethics statement.

In addition to his booming law business, the City Council’s Finance Committee chairman also had another banner year for investments in 2007.

For the second straight year, Burke reported having stock in 34 companies that produced at least $5,000 in income last year. That’s twice as many such stocks as he held two years ago, when Burke unloaded his Wal-Mart stock just before the City Council approved the big-box minimum wage ordinance subsequently vetoed by Mayor Daley.

Several big-time players disappeared from Burke ‘s client roster as the economy turned downward. They include: Admiral Heating & Ventilating; Centrum Properties; Dominick’s; Fitzsimmons Surgical; K-Five Construction; the Pittsfield Building; Prairie Material Sales, and WBEZ Alliance.

But Burke more than made up for the loss by gaining 10 new clients that do business with the city: Albertson’s; Chicago Journeyman Plumbers Union; Imperial Realty; Marvel Group; Seaway National Bank; Standard Bank & Trust; Walgreens; Walsh Construction; William Wrigley Jr. Co., and Zemsky’s.

Burke is Chicago’s most powerful alderman and the husband of Illinois Supreme Court Justice Anne Burke .

He has stated repeatedly that he does not represent any of his clients in their dealings with City Hall. His firm specializes in representing clients appealing property taxes before the county.

Eleven years ago, the Chicago Sun-Times ran a series of stories detailing the alleged conflicts between Burke ‘s position as Finance Committee chairman and his private role as a lawyer.

The newspaper disclosed how Burke used a rare parliamentary maneuver to change the record of four past Council votes involving his airline clients dating back as far as seven years.

“I handle the state’s money like my own,” the candidate said. “I’ve made relatively little money, but I live as comfortably as anyone. Money has never been important to me, not at all.”

It’s not clear how much Burris has made, since he refuses to release tax returns. After leaving the attorney general’s post, he became the managing partner of the Chicago law firm of Jones, Ware and Grenard, and pocketed a settlement, the size of which he refuses to disclose, when the firm dissolved in 1998.

Before Burris became attorney general, the firm he would later join had never received a state contract. But it earned more than $744,000 from the state between 1991 and 1997, records show. Burris said he was justified in steering work to a qualified minority-owned firm.
